Montana import requirements for each species type listed below.

  1. Health certificate issued within 30 days of entry (ARM 32.3.202 & ARM 32.3.206)
  2. Import Permit - Only required for handwritten CVIs issued on paper (not required for electronic health certificates, ARM 32.3.207).  Call 406-444-2976 for an import permit.
  3. Official Identification (view memo for additional information)
    1. All sexually intact animals require official ID except:
      1. Animals moved directly to an approved tagging site with the statement on the CVI: “Animals in shipment are moving to an approved tagging site.”
      2. Beef calves less than 6 months of age with their dams if the dams are identified
      3. Beef heifers less than 18 months of age for feeding only with the statement on the CVI: “Heifers are for feeding only.”
    2. When ID is required, it must be listed on the health certificate except:
      1. Sexually intact beef cattle less than 18 months of age that are not in feeding channels with the statement: “All animals in shipment have official individual ID” can be used instead.
  4. Trichomoniasis testing (ARM 32.3.201, ARM 32.3.212ARM 32.3.502)
    1. No test required for virgin bulls less than 12 months of age with the statement on the CVI: “The bull(s) identified on this certificate are virgin bulls.”
    2. No test required for virgin bulls 12-24 months of age with a signed statement from the owner: “The bull(s) identified on this certificate are virgin bulls.”
    3. Non-virgin bulls and bulls >24 months of age require a test
      1. One negative PCR within 60 days (pooled PCR is acceptable)
      2. Tests are void upon comingling with female cattle
  5. Required statement: “The animals in this shipment are NOT ‘M-Branded’ (Mexico origin) nor have they been in contact with or exposed to any ‘M-branded’ cattle.” (ARM 32.3.212)

No test required for bulls imported for exhibition or competition only with the statement on the CVI: “While in Montana, this/these bull(s) cannot be sold, loaned, or leased, and cannot be used for breeding or semen collection, and must be kept segregated from all sexually intact female cattle.” (ARM 32.3.212)
    2. Bulls for sale purposes (ARM 32.3.201, ARM 32.3.212, ARM 32.3.502)
      1. No test required for virgin bulls less than 12 months of age with the statement on the CVI: “The bull(s) identified on this certificate are virgin bulls.”
      2. No test required for virgin bulls 12-24 months of age with a signed statement from the owner: “The bull(s) identified on this certificate are virgin bulls.”
      3. Non-virgin bulls and bulls >24 months of age require a test
        1. One negative PCR within 60 days (pooled PCR is acceptable)
        2. Tests are void upon comingling with female cattle
  6. Required statement (choose one) (ARM 32.3.212)
    1. “The animals in this shipment are NOT ‘M-Branded’ (Mexico origin) nor have they been in contact with or exposed to any ‘M-branded’ cattle.” Or;
    2. “The animals in this shipment ARE ‘M-Branded’ (Mexico origin) or have been in contact with or exposed to any ‘M-branded’ cattle.”

  1. HPAI special requirements (view the USDA Federal Order)
    1. Negative test for influenza A at a NAHLN lab within 7 days prior to movement (PCR on individual cow milk samples for lactating animals)
    2. CVI that lists the lactation status of the cow, negative lab results, and individual ID
    3. Clinical dairy cattle or cattle from herds with a positive test or compatible clinical signs are not eligible for importation into Montana
  2. Health certificate issued within 30 days of entry (ARM 32.3.202 & ARM 32.3.206)
  3. An import permit is required for all dairy cattle CVIs.  Call 406-444-2976 for an import permit.
  4. All animals require official ID, regardless of sex, and the ID must be listed on the health certificate (view memo for more information)
  5. TB testing (ARM 32.3.212)
    1. All sexually intact animals over 2 months of age require one negative TB test within 60 days prior to entry; OR
    2. Animals originate in a USDA-APHIS accredited TB-free herd – CVI must list the accreditation number and date of most recent entire herd test
  6. Trichomoniasis testing (ARM 32.3.201, ARM 32.3.212ARM 32.3.502)
    1. No test required for virgin bulls less than 12 months of age with the statement on the CVI: “The bull(s) identified on this certificate are virgin bulls.”
    2. No test required for virgin bulls 12-24 months of age with a signed statement from the owner: “The bull(s) identified on this certificate are virgin bulls.”
    3. Non-virgin bulls and bulls >24 months of age require a test
      1. One negative PCR within 60 days (pooled PCR is acceptable)
      2. Tests are void upon comingling with female cattle
  7. Required statement: “The animals in this shipment are NOT ‘M-Branded’ (Mexico origin) nor have they been in contact with or exposed to any ‘M-branded’ cattle.” (ARM 32.3.212)
  8. Calves without dams 1 month of age or less, require a 30-day quarantine with the following statement on the CVI: “Calf (calves) must be held on premises of destination and may not be resold for 30 days.” (ARM 32.3.212)

  3. Official identification – all sexually intact animals must have 840 RFID tags and the tag numbers must be listed on the health certificate (except for calves at side less than 6 months of age)

  1. International health certificate – required statements must be listed on the health certificate
  2. Import permit required
    1. Canadian cattle import permits cannot be issued over the phone
    2. Send health certificate and testing documents by email (livpermits@mt.gov) or fax (406-444-1929)
    3. Permits are available Monday-Friday 8am-4:30pm
  3. Official identification
    1. Canadian 124-RFID tag with ID listed on the health certificate; and
    2. CAN ear tattoo or brand
  4. Testing
    1. Brucellosis (ARM 32.3.212) – One negative test on sexually intact animals 12 months of age and older within 30 days of movement.
    2. TB (ARM 32.3.212) – One negative test on sexually intact animals two months of age and older within 60 days of movement

    1. All animals require official ID, regardless of sex, and the ID must be listed on the health certificate
    2. Hot iron M brand that is 2-3 inches tall and applied high on the right hip to all animals regardless of sex
  4. TB (ARM 32.3.212B) – All M-branded, Mx-branded, and other cattle or bison two months of age and older originating directly from Mexico (imported into the U.S. within 60 days) require two negative TB tests 60-120 days apart
    1. The first negative test can be the U.S. entry test
    2. The second negative TB test must be performed by a USDA APHIS VS accredited veterinarian and must be within 60 days prior to importation into Montana
  5. Required statement: “The animals in this shipment ARE ‘M-branded’ (Mexico Origin)”

  1. Health certificate issued within 30 days of entry (ARM 32.3.202 & ARM 32.3.206) EXCEPT horses from Arizona must have a CVI issued within 7 days of entry into Montana.
  2. Import Permit - Only required for handwritten CVIs issued on paper (not required for electronic health certificates, ARM 32.3.207).  Call 406-444-2976 for an import permit.
  3. Official identification (description of the horse including age, color, sex, and breed or an equine microchip number) must be listed on the health certificate (ARM 32.3.1401)
  4. One negative test for equine infectious anemia (EIA, aka Coggin’s Test) within 12 months prior to entry except nursing foals under 6 months of age accompanied by an EIA test negative dam (ARM 32.3.216)
  5. Required statement on all equine CVIs due to the ongoing vesicular stomatitis virus (VSV) outbreak
    1. “This horse has not been in Arizona in the previous 21 days.” Or;
    2. “This horse has been in Arizona in the previous 21 days.”
  6. Required statement on Arizona origin CVIs: “I have examined all equines identified on this certificate and found them to be free of clinical signs of Vesicular Stomatitis (VS). These equids have not been exposed to a VS affected animal or VS quarantined premises within the last fourteen (14) days.”

  1. Import permit – for single shipments (ARM 32.3.207)

    1. Physical address of origin and destination of the shipment
    2. Stallion information (breed, age, color, name)
    3. Veterinarian information if available

  3. Official identification (USDA ear tag, breed registration tattoo, premises ID tattoo, scrapie flock tag, microchip) (ARM 32.3.1303)
    1. Required for all sexually intact goats of any age
    2. Required for all goats over 18 months of age regardless of sex
  4. Scrapie statement – “The animals in this shipment were not exhibiting clinical signs associated with scrapie at the time of the examination.”

  1. Health certificate issued within 30 days of entry (ARM 32.3.202 & ARM 32.3.206)
  2. Import Permit - Only required for handwritten CVIs issued on paper (not required for electronic health certificates, ARM 32.3.207).  Call 406-444-2976 for an import permit.
  3. Official identification (USDA ear tag, breed registration tattoo, premises ID tattoo, scrapie flock tag, microchip) (ARM 32.3.1303)
    1. Required for all sexually intact goats of any age
    2. Required for all goats over 18 months of age regardless of sex
    3. Required for all goats imported for exhibition
  4. Required Testing (animals must be tested for brucellosis and TB per (a) and (b) below OR have the exhibition statement (c) on their health certificate)
    1. Brucellosis (ARM 32.3.214) – All sexually intact animals 6 months of age and over must have one negative brucellosis card test within 30 days prior to entry; and
    2. Tuberculosis (ARM 32.3.214) – Sexually intact animals over 2 months of age – One negative TB test within 60 days prior to importation; or
    3. Exhibition statement (ARM 32.3.214) – “While in Montana, these goats will be used for exhibition only and cannot be sold or used for breeding.
  5. Scrapie statement – “The animals in this shipment were not exhibiting clinical signs associated with scrapie at the time of the examination.”

  1. Prohibited species (including but not limited to) – Mouflon, Mouflon cross (aka Barbados), Barbary, Tahr, Chamois, Aoudad, Barbados, Hawaiian, and Black Hawaiian (ARM 12.6.2215)
  2. Health certificate issued within 30 days prior to entry (ARM 32.3.202 & ARM 32.3.206)
  3. Import Permit - Only required for handwritten CVIs issued on paper (not required for electronic health certificates, ARM 32.3.207).  Call 406-444-2976 for an import permit.
  4. Official identification (USDA ear tag, breed registration tattoo, premises ID tattoo, scrapie flock tag, microchip) (ARM 32.3.1303)
    1. Required for all sexually intact sheep of any age
    2. Required for all sheep over 18 months of age regardless of sex
    3. Required for all sheep imported for exhibition
  5. Brucellosis (ARM 32.3.218) – Rams 8 months of age and older
    1. One negative Brucella ovis ELISA test within 30 days prior to entry; or
    2. Originate directly from an official state recognized Brucella ovis free flock; or
    3. Rams imported for exhibition do not require a test with the following statement on the CVI, “While in Montana these sheep will be used for exhibition only and cannot be sold or used for breeding.”
  6. Scrapie statement – “The animals in this shipment were not exhibiting clinical signs associated with scrapie at the time of the examination.”

  1. International health certificate – required statements and testing must be listed on the health certificate
  2. Import permit required
    1. Canadian goat import permits cannot be issued over the phone
    2. Send health certificate and testing documents by email (livpermits@mt.gov) or fax (406-444-1929)
    3. Permits are available Monday-Friday 8am-4:30pm
  3. Official identification
    1. Canadian 124-RFID tag with ID listed on the health certificate; and

  1. Must have either:
    1. Health certificate issued within 30 days of entry (ARM 32.3.202 & ARM 32.3.206); or
    2. VS Form 9-3 (ARM 32.3.217)
  2. Import Permit - Only required for handwritten CVIs issued on paper (not required for electronic health certificates, ARM 32.3.207).  Call 406-444-2976 for an import permit.
  3. Official identification is not required
  4. Required testing (ARM 32.3.217)
    1. All poultry over 4 months of age must be officially Pullorum tested with negative results within 30 days; or
    2. Originate from an NPIP certified flock and travel on a VS 9-3
  5. Prohibited species include California Quail and Gambel’s Quail (ARM 12.6.2215)

  1. Birds that meet USDA’s import requirements to enter the US from Canada do not need any additional documentation or testing for import to Montana.

  4. Official identification required for all pigs regardless of sex or age unless moved in a defined swine production system (ARM 32.3.219). ID must be listed on the health certificate.  Official ID for swine includes:
    1. Official USDA ear tag
    2. Tattoos if recorded in the book of record of a swine registry association
    3. Ear notch if recorded in the book of record of a purebred registry association
  5. Required pseudorabies virus (PRV) statements
    1. “These swine are not PRV vaccinated and have not been fed raw garbage.”
    2. “There has been no evidence of PRV in the herd of origin in the last 12 months.”

  1. Prohibited species include all wild species including European boar, Russian boar, and all hybrids thereof (ARM 12.6.1540)
  2. Health certificate issued within 30 days of entry (ARM 32.3.202 & ARM 32.3.206 & ARM 32.3.219)
  3. Import permit – not required for Canadian pigs imported into Montana
  4. Official individual identification required for all pigs regardless of sex or age unless moved in a defined swine production system (ARM 32.3.219). ID must be listed on the health certificate.  Official ID for swine includes:
    1. Official USDA ear tag
    2. Tattoos if recorded in the book of record of a swine registry association
    3. Ear notch if recorded in the book of record of a purebred registry association
  5. Required pseudorabies virus (PRV) statements
    1. “These swine are not PRV vaccinated and have not been fed raw garbage.”
    2. “There has been no evidence of PRV in the herd of origin in the last 12 months.”

  3. Import permit required
    1. Elephant import permits cannot be issued over the phone
    2. Send health certificate, testing documents, and FWP permit by email (livpermits@mt.gov) or fax (406-444-1929)
    3. Permits are available Monday-Friday 8am-4:30pm
  4. Official identification – all elephants require a microchip, and the microchip number must be listed on the health certificate
  5. Tuberculosis testing (ARM 32.3.227)
    1. All elephants require a negative screening test for TB within 12 months prior to importation
    2. Elephants with no known exposure to TB culture-positive animals in the previous 5 years require 3 negative trunk washes and culture within 12 months prior to importation into Montana
    3. Elephants exposed to TB culture-positive animals in the previous 5 years require 3 negative daily trunk washes and culture within 90 days prior to importation into Montana

  1. No health certificate is required for small animals traveling with their owner
  2. No import permit is required
  3. Proof of current rabies vaccination is required. Vaccination certificate should travel with the pet.

  1. Health certificate issued within 30 days of entry (ARM 32.3.202 & ARM 32.3.206)
  2. No import permit is required for animals changing ownership via private sale
  3. Rabies vaccination must be current, and proof of vaccination must be included on the health certificate for all animals 3 months of age and older.
  4. Animals should be identified on the health certificate with a full description including age, color, sex, and breed.

  3. Rabies vaccination must be current, and proof of vaccination must be included on the health certificate for all animals 3 months of age and older.
  4. Animals should be identified on the health certificate with a full description including age, color, sex, and breed.

  1. Skunks, raccoons, and foxes may not be owned as pets in Montana (MCA 50-23-101MCA 50-23-102)

  1. Non-controlled exotic species are identified in ARM 12.6.2205 and MCA 87-5-706
  2. Department of Livestock requirements only apply to mammals
  3. Health certificate issued within 30 days of entry (ARM 32.3.202ARM 32.3.206)
  4. Import Permit - Only required for handwritten CVIs issued on paper (not required for electronic health certificates, ARM 32.3.207).  Call 406-444-2976 for an import permit.
  5. Official Identification – description of the animals including age, sex, species, and color must be included on the health certificate

  2. Controlled exotic species require a permit from Montana Fish, Wildlife, & Parks (view the Montana FWP webpage for Montana's Species Of Interest) – a copy of the permit must be emailed to livpermits@mt.gov
  3. Health certificate issued within 30 days of entry (ARM 32.3.202ARM 32.3.206)
  4. Import Permit - Only required for handwritten CVIs issued on paper (not required for electronic health certificates, ARM 32.3.207).  Call 406-444-2976 for an import permit.
  5. Official identification – all controlled exotic animals imported must have a microchip and the microchip number must be listed on the health certificate
