CENTRALIZED SERVICES AUTHORIZATIONS:

The Centralized Services Division operates under the statutes for budgeting, accounting, payroll, personnel administration, property procurement and management, and revenue collection functions by a state agency. The division also provides the overall management of the Milk Control Bureau. The Board of Livestock, executive officer to the Board, secretary, public information officer and attorney are in the Centralized Services Division. The Livestock Crimestoppers Commission and the Beef Research and Marketing Committee are administratively attached.

GOALS AND OBJECTIVES:

The objective of the Centralized Services Division is to provide efficient and accurate budgeting, accounting, payroll, personnel, legal services, purchasing, data processing, general services, milk pricing and auditing, and administrative functions for the department. The division provides fiscal and budgeting support; guidance and direction; policy development and implementation; and interpretation of rules, regulations, and statutes for the overall benefit of the department. In addition, administrative and support services are provided that allow all programs within the department to operate efficiently and effectively in delivering services to livestock and related industries in Montana.

The Board of Livestock's Objective is to establish livestock industry policy; prescribe rules, provide information to and at request of the Governor; establishes the department's organizational structures; appoints certain positions within the department; approve budget requests; and approve agreements between the department and other state, federal or local agencies. All the functions are done with the objective to promote, foster and protect the Montana livestock industry.

The executive officer is appointed by the Board to ensure that the department functions in a manner consistent with the directives, policies, and rules as established by the board and laws of Montana. As delegated by the Board, the executive officer's objectives are to monitor the daily functions of the department, implement the Board's policies, cooperate with the Governor, other state and federal agencies, and the legislature in providing technical assistance as necessary, and respond to the press.

Agency legal services are provided by the staff attorney. The objectives of the attorney are to participate in all litigation directly impacting the department, advise staff regarding proper and/or legal procedures, interpret laws for department officials and managers, draft rule and rule changes, and legislation.

A public information office was developed in the department in 2000. There are six goals in the strategic plan for public information management. 1) Present a positive and professional image of the Department to the public. 2) Increase public awareness of all divisions of the Department. 3) Provide factual information on controversial issues impacting the Department. 4) Maintain a team approach to information management within the Department. 5) Assist the livestock industry with information and support from the Department. 6) Educate and inform the public on health and safety issues.
