Information about Montana's import requirements for various animals.
Equine International Sale of Movement
International movement of animals is regulated at the federal level.
All CVIs for export of animals from the US are completed by the licensed, accredited veterinarian who certifies health status, conducts appropriate tests, and records test results on the proper health certificate. Most completed and signed health certificates must be reviewed, verified and endorsed by the Area Office (APHIS) before they are official international health certificates. The Area Office can work with the licensed, accredited veterinarian to assure that the health certificates meet requirements of the country of destination. Forms to use:

For livestock, horses going to countries other than Canada and other large animal species, VS Form 17-140, U.S. Origin Health Certificate, unless the country of destination requires a specific certificate.

For horses being transported into Canada, VS Form 17-145, U.S. Origin Health Certificate for the Export of Horses from the United States to Canada.

For small animals, an SV-10, Official Small Animal Health Certificate or APHIS Form 7001, United States Interstate and International Certificate of Health Examination for Small Animals.
VS and APHIS forms may be obtained from the Area Office. The other Certificates of Veterinary Inspection are obtained from the Department of Livestock.
All diagnostic tests for export certification must be conducted in USDA-approved labs. Retests must be conducted at the lab which conducted the initial test. Original test results, not photocopies, must accompany health paperwork when submitted for review and endorsement. There is a fee for services related to export of animals, including certificate review and endorsement. Contact the Area Office for exact costs and method of payment.
Health certificates received at the Area Office are reviewed, endorsed and placed in return mail the day received. For return by express service, include a pre-paid envelope or billing account number. Appointments can be made for endorsement of certificates in person.
