Montana Import Requirements

Information about Montana's import requirements for various animals.


Cattle, Oxen and Bison:

Please review all categories of requirements (CVI, Permit number, Identification, Tuberculosis, Brucellosis, Trichomoniasis) for entry into the state of Montana

  • Canadian cattle imports need to also comply with Official Order 08-01-I for identification, brand, brucellosis and tuberculosis requirements.
  • Mexican origin (“M” branded) cattle must comply with additional tuberculosis testing requirements.  See Tuberculosis testing section below.
  • Slaughter Cattle going directly to a Federally Approved Slaughter plant or Federally Approved Market need only a Brand Inspection.   CVI, permit and OCV not required.
  • Cattle arriving from Farm of Origin to Specifically Approved Stockyard per CFR 9 Part 78.9(a)(3)(i) are qualified on arrival and do not need CVI or Import Permit.

1.      Certificate of Veterinary Inspection (CVI) and Permit Number

a.      Health Certificate (CVI) issued by veterinarian per Administrative Rule of Montana (ARM) 32.3.206

b.      Permit number for import per ARM 32.3.204 and 33.2.307; issued by Montana Department of Livestock within 10 days of entry if all import requirements are met.

 

2.      One of the following statements must be true and included on the CVI:

a.      The animals in this shipment are NOT 'M-Branded'( Mexico origin) nor have they been in contact with or exposed to any 'M-Branded' cattle.” OR

b.      The animals in this shipment ARE 'M-Branded' ( Mexico origin) or they have been in contact with or exposed to 'M-Branded' cattle.”

 

3.      Tuberculosis Testing Requirements

a.      Tuberculosis Accredited Free State or Zone:

i.        Bucking bulls, steer wrestling steers and all roping bovines

(1)   One negative TB test performed within 6 months of entry

(2)   Refer to Official Order 05-01-I Amended for testing requirements from states or zones of lesser USDA status.

ii.      Dairy Cattle - sexually intact (6 months of age and older) - require a negative TB test within 60 days unless originating from a USDA-APHIS-VS Accredited TB Free Herd.  Herd accreditation number and date of entire herd test must be included on the Certificate of Veterinary Inspection.

iii.    Beef Cattle - any age: no testing required.

b.      Tuberculosis Modified Accredited Advanced States:  (portions of Michigan ,  and 3 counties in New Mexico )

i.        Beef and Dairy Cattle – 2 months of age and older

(1)   Tested negative within 60 days prior to importation. See Order 05-01-I Amended (section II).

(2)   Originate from USDA-APHIS-VS Accredited TB-Free herd

c.       Tuberculosis Modified Accredited States Minnesota , and portions of Michigan ,

i.        Beef and Dairy Cattle of all ages must meet one of the following requirements:

(1)   TB test (negative) required within 60 days prior to importation into Montana and must originate directly from a herd that has been TB tested in its entirety within the last 12 months; OR

(2)   TB test (negative) required within 60 days prior to importation into Montana and must originate directly from a USDA-APHIS-VS Accredited TB-Free herd (or Canadian equivalent). The herd accreditation number and date of entire herd test must be included on the Certificate of Veterinary Inspection; OR

(3)   Two TB tests (negative) 60-120 days apart. The second TB test must be within 60 days prior to importation into Montana .

d.      Canadian Origin Cattle:

i.        For animals 2 months of age or older, have a tuberculosis test within 60 days of import into Montana .  No exemptions for spayed heifers or steers.

e.      Mexican origin (“M” Branded) Cattle:

i.        Two negative TB tests 60-120 days apart. The first negative test can be the US entry test. The second negative test must be performed by a USDA-APHIS-VS accredited veterinarians and must be within 60 days prior of importation into Montana . (Unless approved by the Montana State Veterinarian).

ii.      Must have entry or cross-over date into U.S. and the TB test date with the shipment.

iii.    If the animals have resided in the US over 60 days, only one TB test is required along with a statement written on the CVI by the issuing veterinarian stating to the best of his/her knowledge, they have resided in the US over 60 days. No crossover papers are needed.

iv.     Holstein and Holstein cross “M” branded steers or spayed heifers are prohibited from entry regardless of test history.

 

4.      Brucellosis Testing Requirements

a.      Brucellosis Class Free States :

i.        Cows any age - must be Official Calf hood Vaccinates (OCV) and have a legible tattoo.

ii.      Bulls

(1)   Bull calves without dams, 1 month or less of age

(a)   30 day hold disease quarantine per Official Order 98-01-I .

(b)   Veterinarian’s statement on the CVI “Bull/steer calves must be held on premise of destination and may not be resold for 30 days."

(c)    Must have official ear tag listed on CVI and permit.

(2)   Bulls and Bull Calves over 1 month of age

(a)   CVI and permit.

(b)   Individually identified or brand inspected (from brand states)

(3)   Rodeo Bulls of any age

(a)   No brucellosis tests required

iii.    Heifers

(1)   Heifer Calves with dams, less than 4 months of age

(a)   No specific requirements regarding OCV.

(2)   Heifer Calves without dams, less than 4 months of age

(a)   Quarantine for vaccination (OCV) within 6 months of arrival to Montana .

(b)   Veterinarian’s statement on the CVI “Heifer calves are quarantined until eligible for vaccination. Not to be resold.”

(c)    Must have individual official identification on CVI.

(d)   Not allowed to go to market until OCV vaccinated. 

(3)   Heifer Calves 4 to 12 months of age

(a)   Must have individual official identification on CVI.

(b)   Calf hood Vaccinates (OCV), OR

(c)    Quarantined for vaccination upon arrival (within 30 days), OR

(d)   Spayed upon arrival (within 30 days)

iv.     Steers or spayed heifers

(1)   Steer calves without dams, 1 month or less of age

(a)   30 day hold disease quarantine per Official Order 98-01-I .

(b)   Veterinarian’s statement on the CVI “Bull/steer calves must be held on premise of destination and may not be resold for 30 days."

(c)    Must have official ear tag listed on CVI and permit.

(2)   Steers or spayed heifers over 1 month of age

(a)   No brucellosis tests required

(b)   Veterinarian’s statement on the CVI noting that “heifers are spayed."

(c)    Individually identified or brand inspected (from brand states)

 

b.      Canadian Origin Cattle Brucellosis Requirements:  Must comply with Official Order 08-01-I

i.        Testing:

(1)   Bulls and sexually intact females 18 months of age and older must have a negative test within 30 days of import. 

(2)   Steers and spayed heifers of any age do not need a test

ii.      Vaccination:

(1)   Sexually intact female animals must be Official Calf-hood Vaccinates (OCV) as directed by ARM 32.3.212

(a)   Non-vaccinated, age eligible females (4-12 months old) are placed under a hold order for brucellosis vaccination or spaying within 30 days of arrival as directed by ARM 32.3.212(c).

(b)   Heifers under 4 months of age are eligible only if accompanied by dam that meets all requirements.

(c)    Sexually intact non-vaccinated females over 12 months of age are not eligible for importation into Montana .

 

5.      Trichomoniasis Test Requirements (apply to bulls only) per ARM 32.3.501-502

a.      Virgin bulls less than 12 months of age

i.        No testing requirements if virgin

b.      Virgin bulls 12-24 months of age

i.        No test required with signed affidavit by owner declaring virgin bull status (form available at Montana Department of Livestock) 

c.       Non-virgin bulls

i.        Three negative weekly trichomoniasis culture tests OR

ii.      One negative PCR test

iii.    One of the following statement must appear on the CVI per ARM 32.3.502 and Official Order 07-02-D

(1)   The bull(s) identified on this certificate were negative to one official PCR trichomoniasis test.  There was no breeding activity between the test and import, sale, loan or lease in Montana.”  OR

(2)    The bull(s) identified on this certificate were negative to three official trichomoniasis culture tests.  The three tests were conducted at intervals no less than seven days between each test.  There was no breeding activity during the intervals between the three tests or between the final test and import, sale, loan or lease in Montana.” 

d.      Bulls for exhibition or competition

i.        No testing required

ii.      Cannot be used for breeding or semen collection while in Montana if not tested prior to entry

iii.    Must stay in the State of Montana for 29 or fewer days
